Well, as such, he would know things about him that no one else would.
The information I gathered was this:
Estelle and Rita are being used as bait to bring you and Mr. Lowell out. This we already knew.
However, he couldn't guarantee their safety or the safety of the other ladies here on campus.
Zagi, who used to be a bodyguard, twisted his order into "Zagi doesn't like; Zagi kills."
He did say that keeping the students in groups would help--but Zagi is unpredictable.
